Getting these old, polluting cars off the road sound great to me however, I'm not sure how it decreases income disparities. By the by, why don't states consider a return to vehicle inspections? I understand that the poorest car drivers are barely hanging in, but wouldn't a simple and inexpensive check with a citation to repair items that are polluting and potentially dangerous serve us well?
